
Terms of use of the Oma Kymenlaakso service and digital services
The Wellbeing Services County of Kymenlaakso offers digital services for social welfare and healthcare through the Oma Kymenlaakso service. Beehealthy Oy provides the service platform, which features an e-services platform and mobile app. The Wellbeing Services County of Kymenlaakso is responsible for the services and their content. Beehealthy Oy is responsible for the technical maintenance of the service platform and its development. The service also offers access to materials and services produced by the partners of the Wellbeing Services County of Kymenlaakso.
Oma Kymenlaakso is primarily intended for residents of the Wellbeing Services County of Kymenlaakso. To use the Oma Kymenlaakso service, a user registered with the service must carefully familiarise themselves with the terms of use and agree to the terms of use for digital services.
Use of the service is voluntary and use of the service platform is free of charge. However, it should be noted that some services may be subject to a fee, such as video appointments with doctors. A professional will state in advance if the service they are directing a user to is subject to a fee.

Purpose and right of use of the service
The Oma Kymenlaakso service is intended for interacting with the Wellbeing Services County of Kymenlaakso, with the aim of facilitating access to services in accordance with the user’s needs and at a time suitable for them. The user may also manage their own contact information and their wellbeing and health information. The service is not intended for situations where there is an immediate threat to a person’s life or health. If the matter requires immediate assistance, the user should call the emergency number: 112.
Once the User’s identity has been verified in the service, they will be able to access a wide range of services provided by the wellbeing services county, such as guidance and care related to health, wellbeing or everyday concerns. In the service, a resident of Kymenlaakso may also act on behalf of another person: a guardian on behalf of their child or an adult on behalf of another adult – if they have been authorised to do so via the Suomi.fi e-Authorizations service.

The service provider has the right to decide to what extent and with what content it will provide the user with the service. Potential channels of communication in the service include, for example, video appointment, non-urgent or real-time exchange of messages with social welfare and healthcare professionals, filling in questionnaires and forms, and using treatment pathways.
The contact information maintained and approved by the user in the service may, on the basis of consent, be used to maintain a client relationship between the Wellbeing Services County of Kymenlaakso and the user. The contact information will be automatically updated in the client and patient information systems of the Wellbeing Services County of Kymenlaakso, whereby it will be subject to the regulations and regulations concerning client and patient information.
Use of the service is voluntary, but in order to use the service, the user must accept the terms of use of the service and provide voluntary and informed consent to the processing of their personal data. Personal data is needed to create an account and use the services maintained in the service.

When agreeing to the terms of use of the service, the user undertakes to use the service in accordance with these terms of use, the EU’s General Data Protection Regulation (GDPR), national legislation, regulatory specifications and good practice. The user shall be responsible for complying with the terms of use of the service and shall be liable for any damage caused to the service provider or to third parties by use of the service and its content in a way that is contradictory to these terms of use. The service provider has the right to block the use of the service if there is reason to suspect that the use of the service is contrary to these terms of use and good practice, and against the law.
The service may not be used for publication or distribution of materials protected by copyright or another similar rights without the rights holder’s permission, or otherwise in a manner that is detrimental, offensive or damaging to the service provider or third parties. In compliance with these terms of use, the user will not gain any other rights other than the right to use the service.
Registration and use of the service
Only natural persons may register as users. Any account created in the service is personal and may not be handed over to third parties.
To register as a user of the service and whenever logging into the service, strong authentication, using Suomi.fi identification, is required. When verifying the user’s identity, the Digital and Population Data Services Agency’s (DVV) population information system provides the user’s personal identity code, name, address and municipality information on the basis of a licence granted to the Wellbeing Services County of Kymenlaakso.
The user may update their mobile phone number and email address in the service. This information can be used in conjunction with digital services, such as for sending emails alerts, text messages and customer feedback.
Use of the service requires the user to accept and comply with the terms of use and any additional service-specific terms and conditions. The service may be used only for personal, non-commercial purposes. The user may not otherwise use the service or any part thereof without the written consent of the Wellbeing Services County of Kymenlaakso. The Wellbeing Services County of Kymenlaakso reserves the right to refuse use of the service to the user. If use of the service is refused, the user may still contact and make use of the services provided by the wellbeing services county by traditional means.
Transmission of messages
By agreeing to the terms of use of the service, the user gives their voluntary and informed consent to the service provider sending them messages and notifications related to using the digital services.
If the user wishes to make use of the service’s messaging features or app notifications, they should save their contact information (mobile phone number and/or email address) in the service in order to receive push notifications of an incoming message or other information, such as a new treatment pathway, a request to fill in a questionnaire or a request to book an appointment.
The user may allow or refuse permission for push notifications in their device settings (e.g. on a smartphone). Push notifications will only be received if the user has given their consent for this and signed in to the application.
The service provider is responsible for lawful use, recording, storage and archiving.
The service provider may include links in messages sent to the user, the accuracy of which is the service provider is also responsible for.
The link may lead to a specific digital document, service or other location specified by the sender or to a partner’s website.
Copyright
The content and layout of the service are protected by copyright. All the rights of use, including copyright and other intellectual property rights, belong to the Wellbeing Services County of Kymenlaakso and/or its partners or other third parties.
Copying, printing, disseminating, transmitting, amending, linking to other websites and any other commercial use or making available to the public any material available in the service, without the written consent of the service provider, is prohibited. The user may, however, print out and save material in the service or available from the service for their own private use.
Rights and obligations of the service provider
- The Wellbeing Services County of Kymenlaakso does not guarantee uninterrupted and error-free operation of the service. The service is reviewed regularly to prevent malfunctions.
- The service provider has the right to suspend the operation of the service in order to modify or revise it, to carry out maintenance and installation work, or for other similar reasons related to the service, or if legislation or other government regulation requires it. Attempts will be made to notify users of disruptions as early as possible through a public notice on the front page of the service.
- The service provider will not be responsible to the user or to third parties for any technical errors or omissions that the service may contain, nor for any direct or indirect damages caused by the use or interpretation of the information contained in the service, whether these errors result from an oversight, malfunction in the service or in data communications, from maintenance work or from any other reason.
- The service provider has the right to change the content, functioning and the access to the service in order to develop the service or for any other reason deemed necessary without limitation, as and when they see fit.
- Using the service to communicate with a social welfare and healthcare professional, after the user has had their identity verified using strong identification, may result in the storage of the information provided by the user in client and patient information systems. When the user accepts the terms of use of the service, at the same time they accept any processing of their data in accordance with the Act on the Processing of Client Data in Healthcare and Social Welfare (703/2023).
- The right of a social welfare or healthcare professional to use and/or view client data is based on the statutory duty of a social welfare or healthcare professional and another person processing client data and the service provided, with the person having the right to use only the client data necessary for their work tasks. Client data shall be processed on the basis of a client or care relationship confirmed digitally or any other task related to the organisation and implementation of the client’s social welfare and healthcare services.
Obligations of the user
- The user is responsible for the correctness of the information they provide through the service.
- The user declares and ensures that the service will not be used for obstructive purposes or otherwise in a manner that is detrimental or harmful to the service provider or to third parties.
- The user is responsible for ensuring that they have a functional connection and sufficient technical capabilities and programmes to use the service. The user shall also be responsible for the safety and functionality of the devices and programmes they use and for all costs incurred in using the service.
- The user shall ensure the confidentiality of their identifying data and ensure that they do not enter their personally identifiable data (e.g. personal identity code) in the service where this is not specifically requested.
- The user is responsible for the use of the service with their identifying information and any fees and obligations arising from it, such as those stipulated in the Act on the Processing of Client Data in Healthcare and Social Welfare and associated decrees, for example.
Use of personal information
The Wellbeing Services County of Kymenlaakso collects personal data provided by registered users (e.g. name, personal identity code, telephone number and address) and information on the user’s use of the service into a personal register. The data may be used for planning and developing the activities of the Wellbeing Services County of Kymenlaakso, data-driven management and scientific research. The Wellbeing Services County of Kymenlaakso will not disclose the information it collects about the user to outsiders without a justification stated in law.
When processing users’ personal data, the Wellbeing Services County of Kymenlaakso complies with the applicable personal data legislation, such as the EU General Data Protection Regulation (GDPR 2016/678) and the Finnish Data Protection Act (1050/2018) as well as good data processing practices.
The user may delete their account created for the purpose of communicating with the wellbeing services county by themselves, if the account does not have open interactions, such as open message discussions or treatment pathways. If necessary, the user may ask a professional with whom they are interacting in the service to close open discussions or treatment pathways, OR submit a written notification of the deletion of the account and return it to the Wellbeing Services County of Kymenlaakso registry office, Keskuskatu 19, 48100 Kotka.
Account information or information about the deletion of the account cannot be restored after deletion. Deleting the account does not affect entries made in patient or customer information systems based on contact made through the service platform. After deleting their account, the user may start using the service platform again by registering and creating a new account. No information from the previous account will be available in the new account.
Data security
The user is aware that the online environment and internet services are not completely secure. The user is responsible for ensuring a sufficient level of data security and that the data security is up-to-date in their own devices and connections. The service platform provider organises the data security of the service in a generally accepted manner and efficiently, and seeks to prevent unauthorised access to its information systems by employing appropriate technical solutions. The credentials processed in the service are always transmitted using strong encryption.
Our system provider has been audited and certified in accordance with the standard ISO 27001. This international standard ensures that our provider complies with best practices in data security management and personal data protection. The certification covers all key elements, such as confidentiality, integrity and availability of data.
Use of cookies
The service uses mandatory cookies to provide developers with valuable information to support development of the service. Mandatory cookies ensure that the service functions properly.
Amendments to the terms of use
The service provider has the right to amend these terms of use unilaterally, at any time, and at its own discretion. Any such amendment shall take effect from the date stated by the service provider. If the service provider amends the terms of use, this will be announced on the Kymenlaakso website www.kymenhva.fi (this link will take you to another service)(siirryt toiseen palveluun) in the banner of the service, including details of the amendments. The user does not need to do anything if they accept the amendments to the terms of use. If the user does not accept the amended terms of use, they may withdraw their consent for use of the service in their own profile and stop using the service.
